$5.9 Billion Green Aviation Fuel Initiative Signifies Strategic Advancement

Uzbekistan’s Green Aviation Fuel Initiative: A Transformative Step Towards Sustainability

TASHKENT, Uzbekistan, Oct. 2, 2025 – In a landmark development for Central Asia, Allied Biofuels FE LLC has announced pivotal land and water agreements with the Khorezm Regional Government to initiate their ambitious green aviation fuel project in the Tuproqqala District. This project symbolizes a substantial investment of USD 5.9 billion, poised to establish the region’s first fully integrated biorefinery tailored for the production of zero-carbon aviation fuels.

The Scale and Impact of the Project

The integrated biorefinery is designed to produce an impressive 382,000 tonnes annually of Sustainable Aviation Fuel (SAF), along with 152,000 tonnes of Electro-Synthetic SAF (e-SAF) and 11,000 tonnes of renewable green diesel—an ambitious projection aided by 2 GW of Proton Exchange Membrane (PEM) electrolysers. This venture signifies not only a robust alternative to fossil fuels but also a strategic move towards creating a sustainable aviation fuel supply chain in Uzbekistan. It positions Khorezm as a burgeoning leader in both sustainable energy and industrial innovation.

    Agreements and Strategic Partnerships

These critical agreements were inked during the recent International Investment Forum in Khiva, bringing together influential stakeholders, including Khorezm Governor Jurabek Rakhimov and Mr. Alfred Benedict, Chairman and Managing Director of Allied Biofuels. The collaborative discussions emphasized future steps following the signing of these agreements, which secure vital resources for the project’s development.

Governor Rakhimov articulated his support and commitment, stating that he would oversee the necessary provisions for land and infrastructure, reflecting the government’s dedication to fostering this green initiative.

    Aligning With National Climate Goals

This fuel production endeavor aligns seamlessly with Uzbekistan’s ambitious goal of achieving net-zero emissions by 2030. By displacing fossil fuel consumption through the production of zero-carbon fuels, the Khorezm biorefinery will facilitate a significant reduction in greenhouse gas emissions. This initiative is expected to play a crucial role in the country’s broader green energy transition and reinforce its commitment to climate action.

    Economic and Employment Benefits

Beyond environmental impact, the project is anticipated to create hundreds of skilled jobs, enhancing Uzbekistan’s status as a regional hub for green energy innovation. This investment not only aims for environmental sustainability but also for economic revitalization, thus generating a win-win scenario for the region’s workforce and economy.

Mr. Benedict expressed optimism about the project, noting the blend of international expertise and local support as a recipe for success. He emphasized that, “this facility will not only provide sustainable aviation fuel at scale but will also help Uzbekistan reach its ambitious net-zero targets while promoting regional economic growth.”

Khorezm’s Emerging Role in Sustainable Energy

The Khorezm region is set to emerge as a key player in environmentally sustainable industry once the biorefinery becomes operational. The facility will serve as a significant supplier of SAF and e-SAF for both domestic and international markets, highlighting the region’s dedication to climate-conscious growth and renewable energy innovation.

Governor Rakhimov lauded the agreement, expressing his gratitude to Allied Biofuels for selecting Khorezm as the site for this transformative project. He acknowledged the vital contributions it would make towards strengthening the regional economy and establishing Khorezm as a center for green energy.
